There have been a lot of cosmetic changes and several bugfixes since
version 1.12. Additions are marked with '+', bug fixes with '*',
removed features with '-', and changes with '!'.

Version 1.16, July 4, 1995
	* The sample INI file was missing a section heading [General]
	  which caused it choke if the sections were mixed (as in the sample)
	! we now assume your TEXTFILES specification has a '\' at the end.

Version 1.14, May 08, 1995
	- Removed Delay at the end with the copyright string.
	- cRIPppled RIP option (never tested, I don't know if it ever worked)
	  decided to remove it completely.
	- Dropped Redraw command from the menu. Now [Enter] redraws screen.
	! Will redraw screen after displaying the bulletin instead of just
	  showing the menu (seems better).
	- Removed RedrawOnEnter entry from INI file. Enter always redraws
	- Removed stupid limitation that did not let ANSI callers D/L ASCII
	  bulletins and vice versa.
	+ If both ANSI/ASCII versions exist, user is prompted to select which
	  one to download.
	+ Fancy fading and flashing effects on exit (See: PBGNU)
	* Fixed stupid bug that wouldn't let you have root names != 4
	  characters. It now works as advertised.
	+ Will wait for enter press after showing a bulletin.

Version 1.13, April 10, 1995
	+ Added some RIPability (?). This is unclear since it hasn't been
	  tested. This function may be removed without notice.
	+ Due to suggestions from users, added RedrawOnEnter option to the
	  INI file. You can now select if you want to use the Redraw command.
    - Removed copyright string when operating in auto mode.
    + Added listing of updated bulletins and New command to menu
    + Made it compatible with ProBoard's undocumented feature to have
      ANSI/ASCII files in a subdirectory under the Textfiles.
